 The status of mobile termination regulation in Europe

The first round of market analysis on mobile termination is now complete in Europe. All NRAs submitted their findings to the EU Article 7 Taskforce in Brussels. Not all measures have been implemented yet, but the big picture is clear: substantial mobile termination rate (MTR) cuts, rate convergence, and a technology-neutral approach to 2G and 3G. Looking ahead, SMS rate regulation is most probable. As Brussels is now defining the new rules of the game with the 2006 review, we provide an updated and detailed analysis of the status of regulation of mobile termination.
